To reduce noise, City Council passed a 15-mile-per-hour lower speed limit for PHEVs on city streets. Council also passed a noise by-law that includes rules for road-approved ATVs/UTVs and off-road motorcycles. Do I need an ORV permit for non-residents in Utah? If a street-approved PHEV is registered and has a license plate from your home state and meets all Utah Highway Code requirements, you do not need to obtain an ORV permit for non-Utah residents. PHEVs can be driven on roads, paved roads, and highways (not interstate highways) in the Moab area if the vehicles: are properly registered as roadworthy and meet all of Utah`s roadside approval requirements listed above. If a road-approved ATV/UTV is registered and has a license plate from your home state and meets all requirements of the Utah Highway Code (see above), you do not need to purchase an ATV/UTV license for non-Utah residents. If your vehicle is not legal on the street, you will need to get a permit online or in town. Permits are available from the suppliers listed below. Permits cost $30 and are valid for a full year.
